Project Mugen: Disclosure of Production Information

A developer video from the Project Mugen era, uploaded to the ANANTA channel on November 28, 2024. The technical director and a game designer explain the procedurally generated city, the single movement system for swinging, grappling, swimming, riding and driving, shops you enter without loading, and street objects you can break or use. Some characters shown here are no longer on the official site.

Scene descriptions cover only what’s on screen. Editorial conclusions are labeled as assumptions. The breakdown was checked against the video on October 27, 2026.

    An investigator of Chaos

A figure stands on a rooftop over a city of towers. A crowd crosses a big intersection, someone walks toward a port crane at sunset, and a masked fighter with an exclamation mark for a face strikes. A pink-haired girl stands outside a GAME arcade while a phone chat opens. Characters dive between skyscrapers at night past an airship. The subtitles say you play an investigator who searches for and studies Chaos, travels, makes friends and faces danger, exploring a metropolis freely.

Editorial assumption. The investigator of Chaos later became the Captain of the ACD, the task force that deals with Chaos anomalies.

    A procedurally built city

Developers work at desks full of figurines. Monitors show a road network, a grey block model of a city and an island map with a street grid in an editor, then the same city from above at sunset, by day and at night. According to the subtitles, the team uses procedural generation to build a whole city quickly, plus hand-tuned urban ecosystems.

    One system for movement

The technical director asks how characters can get around a city this large. A white-haired girl with rabbit ears rides a jet ski across a bay, a motorbike and a green off-road vehicle are tested on monitors, and characters swing on lines along office facades and between towers. In the subtitles, swinging, grappling, swimming, riding and driving are joined into one intuitive system called the 3C system, so you can switch between them on the move.

Editorial assumption. In game development 3C usually means character, camera and controls. The rabbit-eared girl looks like Taffy.

    City life and shops

A woman in glasses captioned GAME DESIGNER, PROJECT MUGEN says the team wants the game to show lively city life. A character walks from the street into an arcade with a claw machine full of cat plush toys, then down a night street under a hot dog sign. Indoor spaces, the subtitles explain, are joined to the outside world, so you can drop into shops while exploring, and the team plans to explore more of what cities offer.

  6. The rabbit-eared girl crashes a round vehicle on a seaside promenade. The technical director says the designers wanted street objects to be things you can vandalize or use, which meant extra work for the team. A girl in a red jacket throws barrels at a fighter with a hammer, sparks and debris fly as a street stall is smashed, and a rooftop fight plays out at sunset. The subtitles promise you can interact with almost anything you see, from causing havoc like a bully to playing peekaboo with cats.
